1997 Dodge Caravan gas strap hanging?

1997 Dodge Caravan All Wheel Drive Automatic
There's a piece of rusted metal which looks like the gas strap hanging and dragging on the road when I drive. The tank looks as though it's being supported. This part in question is connected to a "springy hook" ...could someone please tell me what this is? And if I took it off, or it fell off is there a danger?
