2001 Citroen Saxo Saxo VTR 2001, Driver Seat Belt Keeps Jam

Can you please give some advise as to how i may get this problem fixed, On the drivers seatbelt, i have to pull it very slowly, it will jam while pulling very gently and slowly after a few inches, then i have to feed it back and keep repeating this step until i have enough lenght for the belt to clip in, this may take me 15 mins to do, as it just seems to release some of the belt when it feels like it.
