No Idea why this engine will not turn over?

No idea why this engine will not turn over, tried to jump, all electrical still works, radio, a/c, dvd, etc. This has happened before, starts one time, doesnt the next. Its not the starter. Is this an electrical connection issue? Even the mechanics here cant explain it. Any help would be great. This is a very unreliable car.

Yep it would seem that way when the starter relay stops working, here is a guide to help check the relay and a generic guide to help with the problem as well. I have also included in the diagrams below the relay location so you can find it and do the test.
