My car won't start. Everthing comes on but it won't crank? Then later on, it cranks.

Try jumpering starter solenoid to see if it engages. If it does then could be faulty ignition switch or faulty anti theft system. Is red anti theft light on when vehicle will not crank?

Yes and when I trun th engine on -off-on-off I get a set of codes P1684, P0645, P1388, P1489 what does this mean?

1684 simply indicates that the battery was recently disconnected

0645 is indicating a faulty A/C clutch relay

1388 is indicating a faulty auto shutdown relay

1489 is indicating a faulty high speed fan relay

The one that sticks out to me would be DTC P1388. This auto shutdown relay is most likely the cause of your issues. Check and if necessary replace it.

Neither, try replacing the Automatic Shutdown Relay. It is located in the power distribution center (on left front inner fender)
