Momentary lack of respond when accelerator is pressed can accure at any speed usually most severe when starting the car when comming to a comprete stop which cause engen to stall almost comming to a complete stop

My 1998 did the same thing. Check you distributor cap, and rotor. Mine where carbon tracked and also the idle. If those dont work it could be distributor starting to go out. There is no way to test it.
