Noise in front wheels(metal to metal)

I have a 2002 PT Cruiser, 2.4 engine, with 33000 miles on it. We've noticed an intermittent metal to metal noise coming fron the front wheels. We've been informed that the front rotors are "torn up" and it was suggested that not driving the vehicle often enough would account for this problem, because of the rust formation. Is this reasonable?

Very possible, not uncommon at all. If this is baby's first brake job in the front, they may be thin anyways. If you have rear drum brakes, get them cleaned and adjusted at the same time the front pads and rotors are done.
