If it's not to the steel, most likely it will buff out for you. However, you will need polishing compouns.

As far as a body shop, there needs to be a break in the body line to end the new paint so you don't see it. If there isn't a bood break, they may want to repaint the entire panel. That could could cost up to 4 or 5 hundred dollars based on where you live.
