I took off the driving belt on my 1990 lebaron to remove the alternator to get it tested now I can not seem to get the belt back on, I have loosened the tension arm and put the belt back on all the pullys but I can get the tension arm back into place the pin is like a centemeter from going in but I am still unable to get it to that point. Is there anything else I can do?

Double check the diagram for routing. If the belt tensioner is not moving free, replace it. IT was probaly seized when you moved it.
