Turbo on 1988 Conquest

Just got this 1988 chrysler conquest this weekend. Changed the oil/plugs. It is still not running very well and revs slow. Also. The turbo will not get over 7lbs boost. What can I do to make it go 14lbs?

7 lbs is stock boost. Any higher and you will run into lean conditions due to the limits of the ECU and will cause MUCH WORSE problems.

PS Get it running right BEFORE you do any upgrades.
