1996 Chrysler Cirrus problem making noise and pulling

Steering problem
1996 Chrysler Cirrus 6 cyl Front Wheel Drive Automatic 140k miles

Just started, when you start the car- turn the steering wheel ( at a stop/ not moving ) approx only 2 inches either direction, sqealing and a pulling / grabbing happens- (It is like you turned the wheel as far as you can turn either direction as sharp as you could.)
The PS belt is tight and the fluid is at its proper level. When you are moving and driving normally this problem does'nt seem to be present or at least not as noticable.
could it be the PS pump is going out or the rack and pinion needing replaced?
I am afraid to let my wife drive the car.

Have you ever replaced the belt and tensioner? Have a look at the tensioner as someone turns the wheel, if you see the arm moving, replace it! It should only be moving when the a/c compressor kicks on.
