1991 Suburban Failing Emissions
Dad's Suburabn will not pass Colorado emission test:
HC reading - 5.73 / Limit 4.00
CO reading 65.60 / Limit 25.00
Obvious CO way to high and running rich - he says there are no check engine lights for code triggers.
Any thoughts on what to investigate first?

Put an oxygen sensor in it and tune it up. Maybe a catalytic converter. Ebay$50.
