1999 Chevy Silverado won't start

1999 Chevy Silverado Four Wheel Drive Automatic 176000 miles

Engine won't start, it turns over and act like it's not getting fuel to run. Tested fuel pressure and it was 60 psi could it be the ignition switch? It also keeps blowing the fuse for the dash lights. It has been doing this off and on or a few months but eventually will always start. Put a different battery in it, does not see to help.

I am getting spark, I don't know how to tell if I am getting injector pulses

If the injector/s accessible listen to it with a long screwdriver if its clicking or use noid lite to check for pulses.
