1998 Chevy Silverado Cold start problem

I am having a problem starting the truck 1st thing in the morning. I hear the fuel pump turning on and off but I need to turn the truck on several short times before it will take off. I had the fuel filter replaced last week and replaced the gas cap as well. It feels like it is not getting the initial surge of gas to start right up. I replaced fuel pump several years ago and noticed it whined alot. Not sure what the next step is?

Sounds like it may very well be fuel related.

Get a fuel pressure check guage. Rent it or buy it and check the pressure note when it wont start, and note when it will start.
