Chevy right rear wheel locks-up

1997 Chevy Silverado V8 Four Wheel Drive Automatic 123000 miles
When you step on brake sounded like anti-lock brakes came on. My father does not know if he has anti-lock brakes on his truck. What the problem is is that the right back wheel locks-up. Any suggestion?

the most likely cause of this is a leaking wheel cylinder or axle seal, very common.
