Unplug the vacuum line to the egr valve and plug it and tap on top of valve to make sure its fully seated and drive it, if surge goes away then problem is with valve or solenoid.

Unplug egr and plug it. If the egr solenoid is applyinf vacuum to it then it will be partially open causing it to run lean. You will need to check fuel pressure too. The specs are 9 to 13 psi but I found that if it doesnt have atleast 11 psi then it will run poorly.
