How do you make a good ground to the frame?

The brake lights and licence plate lights on my S10 work only sometimes. I wiggled a few wires, and found that one of the wires is soldered or welded to the frame. The lights come on or go off when I move the wire around that ground point. So I think I should create a new grounding place for the wire. What is the best way to do this? Maybe drill a hole and wrap the wire around a bolt or something?

You can do that or get a no.10 AWG connect it to the negative terminal of the battery and run along the chassis-make sure its secured properly, then hook it up.
