1989 Chevy S-10 fuel pump

1989 Chevy S-10 6 cyl Two Wheel Drive Automatic 230000 miles
Engine wont start. I dont hear the fuel pump run at startup. I checked the voltage to the fuel pump and I get 8 volts. What is the correct voltage to the fuel pump? If the voltage comming to the fuel pump is wrong would the fuel pump relay be the cause?
If i pour gas into the throttle body truck starts fine.

Not if you hear it when you turn on the key! Pump should only run for 2-3 seconds. Start with the basics, and work your way up, Last tune up was? Wires plugs ALL filters? If all that is ok, check for a stuck EGR, then test fuel pump pressure, If it won't restart, determine what's missing, the engine needs three things to run, Spark at all plugs, gas to all cylinders, and compression in all cylinders, tho an engine may run lacking one in one cylinder, it won't run very well! Test your Battery voltage...
