Hi there,
Normally this is a faulty sender unit in the tank, to check it, with the ignition on, earth the sender power wire and the gauge should go to full deflection, if not the loom or gauge is at fault, this is a test that should be done by a qualified mechanic as you need to make sure that you earth the correct wire for this test.
