1999 Chevy Lumina Engine Idle

We recently put a rebuilt motor in our 99 Chevy Lumina. After getting it all installed we start it up and all we get is vey high idle, I'd say around 3000 rpm. When we open the throttle you get some response and the engine revs higher. Do you have any suggestions as to maybe a sensor or something that could cause this?

Check for a vaccum leak. If one of the vaccum lines was left off, the engine would suck excess air into the intake manifold then the computer would compensate by increasing the amount of gas it was allowing, Hence the rpms would increase.
If there are no vaccum leaks suspect a faulty iac motor.
