I am having a problem with some of my electrical. The power windows will go down ok, but when I want to them to go up, they won't. I drive a few miles and they go up 1" and stop. This goes on for 10 minutes when I they go all the way up.
My heater fan does not work at all speeds. It is either on full, or off.

I had the same blower problem with my 99 Intrepid. Suspect was the resistor pack. Replaced it but again the problem showed up. Had a diagnostic on the blower motor. It was outputing too many amps causing the resistor pack to appear faulty. Replaced the blower motor and have had no problem for about 1.5 years now.
As for the window issue, might also be a faulty motor.
