Electrical problem

My alternator was tested at 3 different places and it passed all tests. There is no charge showing from it. Meter reads 12.5V max when engine is running. Brand new battery also. With a load on the system like A/C and lights the meter reads down to 11.5V and lower from the drain off the battery. My cooling fans won't work either unless the A/C is running. Then the fans come on in the cycling mode that they do.Replaced the coolant temp. sensor awhile back, but no difference. I don't have the money to waste buying parts I don't need. Hope you can pinpoint the problem. Your help would be greatly be appreciated. Thank you
