At around 3 miles per hour abs ingages is there any way to turn off the abs system

Sounds like you have a front wheel speed sensor problem. You can clean the mounting surface for the sensors on the front hubs and see if that takes care of it. You can also remove the ABS fuse in the underhood fuse panel.
