C3 - Brakes - No Pedal

On my 1978 Corvette, with 38000 miles, L82 engine, I have no brake pedal (goes to the floor).
With the Master Cylinder cap off, as I pump the brake pedal, I can see what appears to be "air bubbles". Both the primary and secondary master cylinder wells are 100% full. There is no obvious brake fluid on my garage floor.
The car is started and run about once a month for about 30 minutes (about 250 miles a year)

Is the possible that the Power Brake Booster Check Value is the problem?

Any suggestions?

Not likley, disconnect the lines from the master, get brass plugs, screw them in and pump slowly, if the master is OK it will pump up, if not replace the master. Save the plugs, then pump up the new one, reattach the lines, bleed at the master lines!
