1976 Chevy Corvette NO BRAKE PEDAL PRESSURE

1976 Chevy Corvette V8 Two Wheel Drive Automatic 93000 miles
Replaced rear brakes, calipers, master cylinder. Getting no air, just fluid out of the system, still no real pedal pressure. Is it the proportioning valve or what? Please help
