Air Conditioning problem
1997 Chevy Cheyenne 6 cyl Two Wheel Drive Automatic 182000 miles
The blower does not work for defrost, vents, a/c etc. Fuses have been checked. Could it be a relay?

yes check blower motor relay , it is on top of the front A/C / Heater blower housing.
