1996 Chevy Cheyenne vents letting air in

The vents under the dash are letting air in when I drive. When I press the recirculate button nothing happens. When I drive faster the air comes in faster. What do I do?

The air is supposed to move faster when you go faster. that's because you are getting air from the outside of the car/truck. here is aschematic, you'll have to see if one of the actuators ar not working.
