2000 Chevy Chevette vibration noise from rear of car

2000 Chevy Chevette V8 Two Wheel Drive Automatic
at around 5 - 6 mph with or without breaks applied there is a vibration noise in the back of car, it appears to be on the driver side, but can't be sure. It is much worse with the a/c on. diff. fluid changed, nothing. it is not a metalic sound. axel back pipes and mufflers changed to stock, nothing. car has 55k miles and is like new condition except for this vibration. it sounds similar to the vibration the breaks make when applied lightly at dead slow speed. the heat shields appear to be tight. the local chevy dealer has no clue. I have pulled the tail lights to look behind the bumper, nothing appears to be loose. I would appreciate any help.
