1990 Chevy Celebrity gas coming out of throttle value

3 plastic lines going to throttle body one of them has gas continue coming out and is flooding the car.

I had the exact same problem on my 89. Your fuel injection pressure regulator has failed. Its a $65 part and its the part that sits between the fuel rails.

Would that cause fuel to end up in the air cleaner, and keep the car from starting?
