heater/ac

OK first off I'm not a mechanic and I don't know how to check to see how many volts are running to things. heres my problem: when I run my ac or heater the 1st two levels don't work the second two do. it gets cold it gets hot no other problems. (other than rear defrost doesn't work) level 3 is starting to sound kind of ragged. is this the blower motor? just want some kind of idea so I don't get blindsided at the mechanics.

Sounds like the resistor pack-dunno the location
