white smoke, engine oil milky. head gasket doesn't seem to be broken or leaking after removing. what else could it be?

Intake gasket, head gasket, cracked cylinder head or less likley cracked block. Take the heads to a machine shop and have them pressure tested and check for cracks.

Look for the pistons that are the cleanest and that is the probable area of the breech.
