Air Conditioning Problem

1997 Cavalier with 100,000 miles. My girlfriend has a two door cavalier. Last summer the a/c was working great. This summer it just blows hot air. I checked the fuses, relays, wiring and belts. The pulley is running fine but when we turn the a/c on the compressor does not engage. Is the compressor pressure sensitive and in that case does it mean I need to recharge the system? Or should the compressor run no matter how much coolant it has?

With low freon the compressor will not run. Vehicles have a safety switch that cuts off the compressor if there is not enough freon. Recharge the system.
