2001 Chevy Cavalier High Idle

The car idles high, around 1500 rpm in park and neutral. When it is in gear it drops to around 1000 rpm but never lower. I have checked other forums and had the codes checked and replaced the following...Idle Air Control (IAC) Valve, Throttle Position Sensor (TPS), and Coolant Temp Sensor (ECT)...and all with no results. Initially, when I replaced the IAC Valve in the autozone parking lot, it idled around 500 and ran fine. I drove it back across town to a gas station, turned it off, fueled it up and turned it back on and it started idling high again like it did before. Also I cleaned the throttle body with throttle body cleaner with no effect. I took it to my mechanic who ran the codes and checked for vacuum leaks, and he is stumped as well. He hated to recommend I go to a dealer, but he thinks it might be a problem within the computer. We are both at a loss. I can still run it like this but it puts extra wear on the engine, transmission, and brakes. I don't know if it would make a difference at all, but my mechanic said the coolant is almost pure coolant and no water. I don't know why the prior owner would have done that but it is the only thing I know of that still remains to be changed.
