1999 Chevy Cavalier rough idle/lack of power

Prior to installing a new muffler on my car she worked great. I installed a new muffler and now she lack power. When I step on the gas she sputters and spits. I am kinda thinking it is the cat converter. Don't want to spend alot of money but putting on this and trying that.
Any input would be grateful.

Try temporarily disconnecting the exhaust pipe and see if it increases in power if so the Cat is clogged-up

I don't think there is anywhere to disconnect before the converter? I 'd say she it getting the grinder tomorrow. Lol

Well today I went at the car. I cut off the converter and placed a new piece of pipe in. Still the same. I then and installed a new fuel filter and cleaned the throttle body. Still the same. I then noticed the wires arcing out. Changed them. Still the same.
I am lost !
