1998 Chevy Cavalier won't start

I have a'98 Cavalier, 2.2L engine with 38,000 that won't start. Not too long ago my fuel gauge became non-accurate. I run out of gas when the gauge read about 1/8th of a tank, before any warning lights come on. I've been told that the fuel pump could cause that. For the past few days, it's been hard to start and now it won't start. Could the fuel pump be the cause or is it most likely the starter?

If the engine turns over, then it could very well be the fuel pump. To test this you will need a high pressure gauge. Should be between 44 and 47 psi
