1996 Chevy Cavalier Car won't downshift

1996 Chevy Cavalier 4 cyl Two Wheel Drive Automatic 168000 miles
Once my car gets warm and has been into overdrive it will not downshift when slowing or stopping. I can manually force it to downshift when I go below 35 but if I stop the car will stall. After letting the car sit for 5 minutes it will resume normal shifting to speed up, but continues it's behavior to slow down. I was wondering if this is the speed sensor, and if it is ; how difficult is it to replace?
