my tilt steering wheel is loose real loose and it moves from side to side up and down around in a circle

Make sure the bolts that secure the column to the frame are tight. If so then you will have to take the steering wheel off and inspect the tilt mechanism.
You will probably have to replace the tilt system.
If equipped with an air bag, I would leave it to a professional, if the bag were to deploy during dissasembly, serious injury could occur.
