Chevrolet Caprice Repair Question

Caprice Classic Running Hot
I own a 94 Caprice Classic (9C1) and am experiencing the following problem. Vehicle is running hot, temperature gauge pegs out close to the red.
Cooling fans (primary/secondary) both work. Fan Relays also are working, Temperature sending unit also works. However, fans do not turn on unless I turn the AC on. Radiator & coolant along with all hoses are perfect.
I would like to know what other test I could preform to evaluate this condition. Also, any thought on by passing the PCM and installing a manual toggle switch inside the vehicle to controll the fans.

It sounds like you just have a bad thermostat, which is the easiest and cheapest thing to check first. You can even just remove the thermostat and run the engine to see if it eliminates the problem. If that isn't the problem, i've actually had a vehicle that did the same thing and it turned out to be the electric fuel pump of all things. Go figure. Hope this helps.
