Yes, it's probably done for good.
When a starter is ready to go, it will often make those high winding sounds. Then once it's gone, it'll continue to make noise, but refuse to turn over the engine.
It is possible that the starter will work sometime, and sometimes it won't. But once it begins to go bad, it'll eventually cut out for good.
