1991 Chevy Caprice starter

For about a month my starter has been making a high pitched noise about every 4 out of 10 starts then I didnt drive it the day before or yesterday and I went out today to start it and now it sounds like the starter is working but the car wont make any attempts to start is my starter done for good?

Yes, it's probably done for good.

When a starter is ready to go, it will often make those high winding sounds. Then once it's gone, it'll continue to make noise, but refuse to turn over the engine.

It is possible that the starter will work sometime, and sometimes it won't. But once it begins to go bad, it'll eventually cut out for good.
