1991 Chevy Caprice Hard to get horn to blow

Wife took her car today for state inspection, failed because mechanic could not get horn to work. I have no problem with it when I drive, there are two spots at the bottom of the wheel showing a hor, press hard-voila-Is there any thing I can do to make it easier? Thanks

Inspect the fuse no.1 15amp and Clean the ground side of the horn. Find the horn relay in the convenience center and test it-also see below circuitry
