1988 Chevy Camaro Intermittent starting problems

Intermittent problem with starting. I've installed new plugs , wires , dist cap and rotor, fuel filter and fuel pump relay, and TPS. IROC 305 TPI "F" series.
The car will start and run perfect then after turning off it won't restart. The engine turns over fine and when it's doing this it is still getting spark. The fuel pump can be heard when ignition is turned on. Not everytime though. Is it possible for the fuel pump to work for a 30 minute drive and then not work later?
Or could it be the ECM not telling it to send fuel?
I've checked for codes and get nothing but the handshake code over and over. I really dont want to pull out the fuel tank to change pump if not needed.
Any ideas??

Check the fuel pressure with a fuel pressue gauge designed for your fuel system and test the fuel pump/oil pressure sending unit-also the fuel pump relay.
