Chevrolet Blazer Repair Question

P1406 - 95 Blazer
Please, if anyone knows the explanation of code P1406 for a 1995 Chevy Blazer. On the CD that came with my scanner, it reads ""Manufacturer Contrl Auxiliary emission Controls"... it reads exactly the way I just spelled it out (hence the quotes).
The truck idles low and it makes a sound like the exhaust is rattling.
Any ideas? Anyone?

Look under the hood at the white tag thats shows vacuum distribution. It can be any one of those components including a bad gas cap.
