Hood latch

Okay I have a problem with a friends 98 chevy blazer. Idk what the milage is because it hasnt read the right milage for a long time. But anways to get to the point the hood wont pop the cable seems to be working but it isnt popping up.I tried pulling the cable with a pair of pliers but that did help either any answers for poor ol me in illinois>?

Have someone pull on the cable while you hit the hood with your hand. Hit the hood just above the latch. Sometimes pulling up on the hood while someone works the cable will get it open. If it opens, be sure to lube the latch with some silicone spray or lithium spray.
