Bad gas mileage

I just bought a 99 Blazer 4.3 vortec with 97000 miles. It is only getting 13 to 14 mpg babying it!!! My friend has an identical vehicle and is getting 16 to 18 mpg in town. I have changed oil and air filters, maintained correct tire pressure, and the gas guage sending unit was just replaced. What should I do or replace to make this thing get better mileage?!?
Thank you

At the mileage I would do full tune up and injection service with all A/C Delco parts and recheck the mileage. Also might want to double check your friens numbers....those sound a little high for a 4.3-W have one myself

I'll second Jack's thoughts. Silly little things can also affect miliage like tire pressure, bad alignment, air conditioning, accelerating.
