99 Blazer when is the fuel psi supposed to be checked?

Hi, I have a 1999 Chevy Blazer with 121,000 miles on it. It has a 4.3 liter engine, automatic transmission and 4 wheel drive.

Hi, I was on here alittle while ago and I was asking about my fuel pump and I got a new one, but my car still wont start and I'm trying to figure out what psi reading I'm supposed to be looking at. Do I look at the psi when its cranking or when its just sitting there when the fuel pump kicks on?

Any help would be usefull

P.S. Fuel pressure just sitting is around 54 and crankings about ehh 60 ish.

Fuel pressure should be 60-66psi while truck is running.
