i put the cerpentine belt on and its still loose the reason I replaced it was because I popped my hood and it was loose its on right do any pully move all I see is the tensioner for adjustment

The tensioner is the only one that moves. Is there perhaps a pulley missing? There should be the P.S, tensioner, crankshaft, a/c, an idler, and the alternator. I have seen that idler completely broke off the block. If you have all the pulleys, and nothing is worn or loose, you are either getting the wrong belt for the application, it is routed improperly, or a pulley has been mis-matched somewhere along the line.
