Unplug the fuel pump relay and test for battery voltage at terminal # 86. There should be none when ignition is off. If battery voltage is not available, replace the relay and retest if fuel pump works with ignition off.

The headlight flashing indicates the security systm is armed and you need to disarm to be able to start.

DISARMING AN ARMED SYSTEM/SILENCING AN ALARM
NOTE:
Using power door unlock switch or manually unlocking doors does not disable Content Theft Deterrent (CTD) arm mode. Disconnecting battery or pulling fuses does not disable arm mode, since remote function actuator module stores CTD mode status in memory.

• To disarm CTD system when in standby mode, SECURITY indicator on or flashing, and door(s) open:
• Press either power door unlock switch.
• Use key to unlock front door.
• Press unlock button on remote transmitter.
• Insert a valid Pass Key III key into ignition switch and turn to RUN position.

• To disarm CTD system when in armed mode:
• Use key to unlock front door.
• Press unlock button on remote transmitter.
• Insert a valid Pass Key III key into ignition switch and turn to RUN position.

• To disarm CTD system when activated (alarming mode).
• Use key to unlock front door.
• Press unlock button on remote transmitter.
• Insert a valid Pass Key III key into ignition switch and turn to RUN position.

When starter is not able to be cranked after disarming, check the gear shift position. Try shifting to neutral and test if it could be started.
