2001 Cadillac DTS Power Steering

2001 Cadillac DTS V8 Front Wheel Drive Automatic 136000 miles
Every time a come to stop - like at the gas station or quick trip, the steering does not seem to work properly. Very difficult to turn. No problems when going down the road. What do think causes this? Do I need a mechanic to have a look at it?
