My car wont start

I have a 1996 sedan deville, and I went to start the car and it won't start, but the radio and lights are working, can you help me?

Turns over but wont fire up? Or wont turn over? If it turns over, check for spark and fuel pressure. If it doesnt turn over check battery connections and for 12 volts at the small wire on the starter when key is in crank position
