1997 Cadillac Deville Engine Overheating

I have a 97 cadillac deville and the engine just ran hot. I pulled to the side of the road and had the car towed home. I changed the water pump, the thermostat, the pulley to the water pump and the I thought that would fix the problem. I started the car after repairing all of that and the car still ran hot. I checked the fan and it wasn't working. I checked the fuse box and the fuse was blown. I changed the fuse to the fan and it immediately was blown as well. What do I do next and why would this happen twice?

you have a short to ground or a bad fan, you have 2 fans and 1 of them should come on when you turn the AC on
