1995 Cadillac Deville car turns off

my car since i have had it has been surging for no reason, i did a full tune up to it change the fuel pump, egr valve and many other things to try to stop the surging and lately for some reason it has been turning off on me as if i were to just turn it off while driving and while it is parked on i am stepping on the break, when the engine is in neutral and i step on the gas pedal the ingine raises the rpm like normal but when i step on it all the way it starts to surge and from the exhaust the air coming out doesnt flow out evenly.. is this something electrical or mechanical?? please let me know your thoughts some say it might be the exhaust some say the distributer may be bad

Hi:
When you say the exhaust doesn't flow normally, does it seem like the cat converter could be plugged? Also, have you ever had the computer scanned for codes? Most nationally recognized parts stores will do it for free. Finally, it sounds like a throttle position sensor or idle air control valve, but scan it to be sure.
